Detect if bluetooth is off and enable it

How do you detect if the bluetooth is off on the device then prompt the user to enable it on app launch in phonegap?

Hi, the Bluetooth plugin will automatically ask the user to turn Bluetooth on if it is off.
There is however no function for detecting if Bluetooth is on, or for turning it on/off.
