All the examples have cordova.js in them.

Is it possible to create a simpler html5 web site (so not native phone app and not needing to run in the evothings viewer) that can still use the evothings api to detect and interact with beacons?

Yes, if you use certain browsers, like Chrome 51 the js part will work ( not the native plugin naturally). Read more here:
